Fix recipe enabling if IR is loaded
Hidden dependency on IR to ensure it loads first (IR now does tech stuff in data-updates and IDP needs techs set up before its own data-updates)
ickputzdirwech's fix only handled specific cases and ignored the values for technologies and recipes defined in globals.lua also didn't handle the situation where any IR unlocks are specified
IR tech names are different in IR2.
